The Energy Act 2011 made provisions for the development of a
Green Deal and a new Energy Company Obligation (ECO) to
replace the existing Carbon Emissions Reduction Target (CERT) and
the Community Energy Saving Programme (CESP), which will both
expire in 2012. The development of the Green Deal and ECO reflects
the urgent need for a step-change in our approach to energy
efficiency in existing domestic and non-domestic buildings. This
will be critical to meeting our carbo emissions and fuel poverty
targets.
This document has three main purposes:
• to explain the context for the development of the Green Deal
and ECO;
• set out our proposals for the Green Deal and ECO and;
• highlight key issues, for consultation.
